At the Central Alberta Housing Corporation (CAHC) we are dedicated to ensuring everyone has access to safe and affordable housing. We believe our role is a vital stepping stone, empowering individuals and families to regain stability and achieve their goals.
Since our establishment in 1971, we have worked tirelessly to provide housing solutions and rent subsidies to individuals and families in Red Deer and the surrounding communities through the programs we manage.
In 1995, we were designated as a Management Body by a Ministerial Order under the Provincial Government. This designation allows us to effectively manage these programs in accordance with the Alberta Housing Act and its regulations, ensuring we can support our community’s housing needs.

Franklin Kutuadu
Chief Administrative Officer.
He was appointed in February 2019 and believes that affordable housing is vital for the well-being of individuals and families. Franklin has a strong background in housing and homelessness initiatives, having worked with the City of Red Deer and the Canadian Urban Institute in Toronto. He holds both a Master of Business Administration and a Master of Science in Capacity Development, which helps him drive meaningful change in our community.
Kim Gibson
Manager of Housing Options and
Customer Service.
Kim leads her team in delivering our rental assistance programs and managing our community housing. With a wealth of experience in business development and project management, she is dedicated to supporting our most vulnerable community members. Kim holds a bachelor’s degree in Sociology and Psychology, as well as a Real Estate Agent License.
Tracy Huynh
Manager of Finance and Operations.
She plays a vital role in ensuring our organization runs smoothly and efficiently, allowing us to serve our community better. Tracy has always had a heart for helping others. With a background in finance and operations, she combines her professional skills with her passion for the community we serve.
Robert LaFrance
Asset Management and Maintenance Manager.
